Sony has been steadily adding cloud gaming support to it’s game offering beyond the titles included in the PlayStation Plus subscription, allowing you to stream games that you have purchased as long as you own them digitally.
At this time, this feature is only available through the PS5 home console and is used as a way of playing games without the need of cluttering the console storage.
It seems clear though that Sony is working at bringing those games to users in the future through other means like the PlayStation Portal.
